John Sacher, President of the RPSL, has published an outstanding and lengthy review of the Oil Rivers and Niger Coast Surcharged Provisionals and Bisected Stamps as a supplement to the London Philatelist (journal of the RPSL) in March. Members of the RPSL will receive this with the journal, non-members can purchase from the RPSL for £10 plus postage.
