The ½d value

The ½d vermilion overprint was a later addition (November 1888) to the overprinted set, some 6 months after the initial values (May 1888). However the "Zululand" overprinted ½d Natal stamp was issued in July 1888, ie 4 months before the "Jubilee" ½d.
Why was the need for a ½d value not anticipated? Was there a change in postal rates? Was the Natal overprint a temporary local solution till the GB overprint could be delivered? Were unoverprinted Natal ½d stamps used till July 1888, as they were for other values before the overprinted set came out?

Why the 1/2d was not initially released is a mystery as there was
always a strong demand for halfpenny stamps as that was the
rate for newspapers, printed paper etc.
